The mention of airline pilots repeating back who has control of the airplane reminds me of the Navy's Officer of the Deck (OOD) change of command ceremony. The incoming OOD says "I relieve you" then the outgoing OOD says "I stand relieved. <name of incoming OOD> has the deck." Sometimes there's saluting. Often the incoming OOD says something like "This is <name>. I have the deck." Like the airline pilot scenario, it's to make sure everyone knows who's supposed to be giving commands.
I didn't really think about it until you mentioned the Pilot's Transfer of Control scenario. I don't work in the (S)NOC at my company, but I can imagine something like that would be useful when someone new is starting their shift.
I picked this up from Richard Feldman (rtfeldman) who uses it in his podcast. He says "Let me check my understanding" and repeats it back in different words. Simple but incredibly effective.
